On 1 April, the launch ceremony of Jiangsu's 35th National Tax Publicity Month and a "tax authorities and enterprises face to face" exchange was held in Nanjing Jiangning Economic Development Zone.
Under the theme "Taxation · Rule of Law · Fairness", tax bureau heads at provincial, municipal and Jiangning development zone levels joined NPC deputies, CPPCC members, the Jiangsu Federation of Industry and Commerce, grassroots community party secretaries, leaders of the provincial women entrepreneurs association, and eight entrepreneur representatives from software and information services, advanced manufacturing and international trade to discuss integrity, exchange compliance experience and build consensus on development.
To extend the exemplary influence of compliant enterprises, the tax authorities presented letters of appointment as "Compliance Ambassador and Tax Enforcement Supervisor" to ten representatives from various sectors. Sun Libin, CPPCC member, vice chairman of the Jiangsu General Chamber of Commerce and chairman of Linkage Group, received the appointment and launched a "compliant operations, honest tax payment" initiative on site.
The largest number of A-level taxpayers nationwide, the second-largest "bank-tax interaction" credit scale nationwide and taxpayer satisfaction among the highest — "the honest tax payment and compliant operations of the vast majority of business entities are our greatest confidence," said Xu Guanglie, Party secretary and director of the Jiangsu Provincial Tax Service, presenting the 2025 results: 7.2 million taxpayer interactions, 147,000 resolved requests and over RMB 600 billion in policy benefits — figures that inspired everyone present.
Upholding the bottom line of compliance and building a new development ecosystem. To promote law-abiding, trustworthy and compliant business practices and foster a fair, clean and orderly tax business environment, Chairman Sun Libin launched the "compliant operations, honest tax payment" initiative on site, calling on taxpayers and fee payers to respect and learn the law, act with integrity and responsibility, support tax administration, and be exemplars of compliance, practitioners of lawful tax payment and guardians of tax rule of law — jointly building a well-regulated, fair and efficient development ecosystem and contributing to a prosperous, beautiful and modern new Jiangsu.
The Jiangsu tax authorities presented appointment letters to ten grassroots NPC deputies and CPPCC members, leaders of the provincial general chamber of commerce and the provincial women entrepreneurs association, and entrepreneur representatives, pooling the joint efforts of tax authorities and enterprises, promoting compliance and lawful tax payment, and jointly safeguarding a fair, clean and orderly rule-of-law baseline.
A letter of appointment builds a new bridge for two-way communication between tax authorities and enterprises. As a newly appointed representative, Chairman Sun Libin said he would give full play to the leading role of a flagship enterprise, continue to deepen tax compliance management, practise honest tax payment, and work shoulder to shoulder with the tax authorities to foster a fair, well-regulated, co-governed and shared tax ecosystem.
Xu Guanglie, Party secretary and director of the Jiangsu Provincial Tax Service, said that going forward Jiangsu tax authorities will further improve the regularised "face to face" communication mechanism, listen carefully to all parties, respond efficiently to their requests, and continue to serve as escorts, guides and service providers for business entities, letting the spirit of tax rule of law reach every business entity, empowering every development dream through compliance guidance, and strengthening the tax foundations for Jiangsu's high-quality economic and social development with more attentive service and more practical measures.
