CPPCC Member Sun Libin: Building a Tax Administration System Suited to the Digital Economy

When Sun Libin, CPPCC member and chairman and president of Nanjing Linkage Technology Group, arrived in Beijing for the sessions, his briefcase held not only the proposals he was about to submit but also his ever-present "Shuiyun Jiangsu" digital tourism card. By the end of 2025, the card operated by Linkage had issued over 600,000 cards and been used more than 3.8 million times, directly driving RMB 925 million in culture and tourism consumption in Jiangsu.
"With this card, visitors can travel freely to more than a hundred attractions in Jiangsu. A seemingly simple card is in fact the result of cross-regional and cross-departmental cooperation," said Sun Libin. The hardest part of culture and tourism integration is not technology but coordinated effort and compliance. He explained that launching the digital tourism card first required building a technical support platform involving ticketing settlement, tax invoicing and fund flows across multiple cities in Jiangsu, and policy bottlenecks once troubled the team. To resolve the applicable policy issues on issuing VAT invoices for digital card sales, Jiangsu tax authorities used tax big data to tailor a tax policy certainty service for Linkage, clarifying invoicing rules and administration standards in advance so that every transaction could be invoiced compliantly in real time, giving visitors confidence to spend and attractions confidence to receive payment.
"This saved time and cut costs, and more importantly gave us confidence — the government is genuinely standing behind enterprises," said Sun Libin. With that confidence, Linkage exported the "Shuiyun Jiangsu" model nationwide. Today the Jinzhou Huimin Card, the Holy Lhasa Card, the Anhui Annual Pass and the Jilin Annual Pass — one small card after another crossing mountains and seas — have replicated Jiangsu's digital tourism model across the country. In Sun Libin's view, a digital platform is like a tree: its roots are in data, its branches reach into every industry. "What the tax authorities need to do is water and fertilise — both to apply precise, inclusive and prudent policies so innovative enterprises dare to try, and to strengthen regulation and safeguard fairness to create a good tax business environment," he said.
As data becomes a new production factor, the composition of an enterprise's assets changes and so must the logic of management. In its data asset operations, Linkage puts tax compliance first, for example by establishing full-process compliance management systems, standardising the valuation of data assets, and proactively communicating with the tax authorities. "The tax authorities now use big data to build a profile of us and push personalised policy reminders that help us prevent risks in advance," said Sun Libin. This precise guidance beforehand is warmer and more effective than punishment afterwards.
At this year's two sessions, Sun Libin focused on the tax authorities further using digital technology to improve governance capacity and building tax policies, management and service systems better suited to the digital economy. He hopes the tax authorities will accelerate the digital transformation of tax governance, optimise smart tax services and strengthen the training of professionals with combined digital and tax expertise.

During the two sessions, one important agenda item drew great attention — reviewing the draft outline of the 15th Five-Year Plan. This year's Report on the Work of the Government included a brief report on the draft outline, which sets out 20 major indicators and elaborates on the major strategic tasks for the 15th Five-Year Plan period in each field. This "action programme" sketching China's development path for the next five years conveys the direction of the country's development and has sparked enthusiastic responses among deputies and members.
What kind of China will we see in the next five years? "Private economy" and "digital economy" are the directions I continue to follow. In recent years, the "Shuiyun Jiangsu" digital tourism card operated by Linkage Group on its digital culture and tourism sharing platform has issued 606,700 cards, with users entering attractions 3.8383 million times, saving travellers RMB 269 million in travel costs and directly driving RMB 925 million in culture and tourism consumption in Jiangsu.
At previous sessions, drawing on my own work and research, I submitted proposals in good time on urgent problems in private sector development. I suggested giving full play to the private economy in promoting digital economy development, and that local governments and relevant departments accelerate the establishment of digital economy development policies suited to regional conditions and actively build service platforms for digital economy innovation. After submission, the proposals received positive responses and were acted upon by the relevant departments. At the same time, how private enterprises can unleash their internal drive and make "daring to try" the hallmark of private firms in the digital economy era will be a key focus of mine going forward.
